Doug is the owner and CEO of Axiom, providing strategic vision and guidance, operations oversight, and client relationship management. His commitment to quality and prudent management has been essential to the steep arc of Axiom's growth. He is an expert in the field of program management and a certified Level 3 Program Manager with the Department of Defense. Prior to Axiom, Doug was the Vice President, Health Services Division, for Conwal, Inc. While serving as Deputy Director of Acquisition Policy in the Washington Acquisition Management Office for the TRICARE Management Activity, he was responsible for contract management and daily operations for numerous multimillion dollar service contracts in the Office of the Assistant Secretary of Defense for Health Affairs. Doug also served as an Operations Officer at a large mid-Atlantic bank, gaining hands-on experience with multi-layered mergers and acquisitions. Doug received his Juris Doctorate, with honors, Masters of Business Administration, and Bachelor of Arts in Economics from the University of Maryland.

Senior Vice President of Finance

Tekle provides functional and strategic oversight to all the accounting and finance functions for Axiom. He is responsible for all accounting operations to include creating financial reports, maintaining adequate system of accounting records, and designing a comprehensive set of internal controls and budgets. These activities are designed to mitigate risk and ensure that reported results comply with generally accepted accounting principles, Federal Acquisition Regulations (FAR), and the Defense Contract Audit Agency (DCAA) Contract Audit Manual. Tekle’s critical decision-making ensures that accounting and finance related decisions are in line with Axiom’s strategic direction. Tekle has a Bachelor’s degree in Finance and Economics, a Master’s in Accounting, and is a Certified Public Accountant.

Jennifer Haines

Senior Vice President of HR and Business Operations

Jennifer oversees Axiom’s strategic human resource management planning. She leads all efforts for recruitment, benefit planning and administration, employee hiring and orientation programs, process improvement, data tracking, and operational management. She collaborates with Axiom’s project leads to create human resource operational plans in accordance with their area of work. She oversees all Human Resource activities to accommodate Axiom’s growth and meet the changing needs of our clients. In addition, Jennifer supervises Axiom’s daily business operations, ensuring all practices are aligned with the strategic direction of the organization. She has a Master’s degree in Human Resource Management and is a Society for Human Resource Management (SHRM) Senior Professional.

Russ Hill

Chief Operating Officer

Russ is responsible for all contract actions for Axiom. Leveraging his in-depth knowledge of federal contracts, he develops contractual strategies for our federal, state, and private sector clients. Russ also supervises Axiom’s daily business operations and provides strategic guidance for business development activities. In addition to his strong leadership skills, he brings practical experience and a commonsense perspective to the diverse disciplines of federal government contracting. Russ has a Bachelor’s degree in Economics.

Senior Vice President of Strategy and Growth

Joel drives strategy and growth for Axiom. He brings 30+ years of entrepreneurial leadership experience, and a tremendous track record of success within and throughout the Federal Health marketplace. He has a Master of Business Administration and is a Fellow and former Executive Committee Member of the American Council for Technology – Industry Advisory Council. He has supported the FHA Managing Board, the Federal CIO Council subcommittee on technology, and the HIMSS national healthcare technology task force.
